Green Advocates: Holistic Revenue Tracking in Liberia

Liberia, which passed its Extractive Industries Transparency Initiative (EITI) Act in July 2009, has become a model implementing country for crafting the most thorough legislation of its kind in any resource-rich nation and including contract disclosure provisions that go beyond standard EITI requirements. RWI grantee Green Advocates reflects this comprehensive approach to resource revenue transparency in its work.

The project sought to address transparency and revenue tracking in a holistic and comprehensive manner by incorporating the initial framing and negotiation of contracts into EITI capacity-building programs. The objective of the project was to advance a comprehensive revenue-tracking scheme by including the budgetary process in EITI implementation mechanisms and deepen the initiative by conducting research into the extraction of resources by alluvial miners operating outside of the formal economy.

Green Advocates spearheaded the Campaign for Liberia to sign on and implement the EITI as well as for founding the Liberian Publish What You Pay (PWYP) coalition in 2006. It has been pushing ahead and continuing to play an admirably proactive and well-informed role on EITI in Liberia. Liberia was successfully validated in October 2009.
